The great wall of China is also 13.1k miles, if you honestly think that every square foot of it could be monitored at a time without cameras, you're dumb and missing the point - the wall is about prevention. There's a way smaller chance of people even attempting to cross the border if there's a physical barrier preventing it, but that does not by any means mean that it will stop illegal immigration 100%.
