Did Nazi's Design Their Uniforms To Look Evil?

We all know they are the best looking uniforms of all time, but there's no denying they played right into the enemies hands by making them look so badass. Like the totenkopf, come the fuck on it's like something out of a Shpielburg movie.
Did they do this as a psychological tactic? Kind of easy for people to believe they were evil when they look at them now.

They became evil retroactively through intense propaganda.

But it plays into the hands of Shpielburg - Dark leather costumes, adorned with skull and bones etc... It is a very theatrical and striking uniform.

I know it's propaganda, because whenever I see this style of type, which was common in the germanic countries pre-ww2 ....I instinctively think NAZI. Even though it it was used across the board for all sorts of things that have nothing to do with NAZIism.
