There's two sides to the panhandler coin

First, it's just simple economics and rational market theory. If it makes money, people will do it. And panhandling makes A LOT of money. There are people with real jobs who panhandle on the side to make an extra $100k a year. You can't blame people for doing what makes money -- you should blame the people who pay for that service and then complain about it. If you want to stop panhandling, don't give them cash.

Second, there's the issue of business location. In order to make money, you must set up a shop in a licensed venue in which you have a right to operate (via lease or ownership). Panhandlers operate on public thoroughfares and create a danger for traffic. They therefore should be heavily fined for violating business law. Many people think "that's stupid - you can't fine people who have no money". Bullshit. They have plenty of money. So start fining them. Make it less profitable.

Make loitering illegal and enforce the law.

why eliminate them? they're incredibly amusing also random ass people familiar with the area out on the streets all hours of the day is kinda handy if I want to ask one for directions and toss a dollar or two or a cigarette his way for his service.

I've received good directions/bummed a smoke off of DOZENS of homeless-ish (I don't know their full goddamn life story, maybe they're just into 'grunge fashion' and were chilling an an alley in the middle of the night) people (I'd say more than 30 less than 50) on various occasions and have ONLY ever had to pistol whip ONE guy who pulled a knife on me, and frankly I was just being a dick because he was clearly crazy/drugged out enough that I probably could have just run away without incident. This being across multiple cities each of in which I had been involved in AT LEAST one mugging with the result ranging from me either getting slashed (not stabbed, important distinction I'd say; a cool scar to show chicks; not potentiall dying to a stab wound), losing my cash, getting in a straight up fistfight with the guy and a few of my nearby buddies jumping in and saving my ass and breaking his legs, or having to pull a gun on them.

They have a chance to 'turn things around', and as long as they're not 'getting in my way', there's absolutely no reason that I would get in theirs.

I guess what I'm saying is homeless people aren't that bad. I ain't gonna give some bum sitting on the side of the street or with a cardboard sign near a major intersection a goddamn penny. But having them around to provide directions when you're in an unfamiliar city? I'll certainly tip for that. My overall experience with homeless people has been overall pretty positive on average.

I can't speak for if they're shitting on your doorstep or driving down property values; I live in the suburbs and don't have that problem so I can't relate or judge.
