I think that people tend to miss the point with the 40k universe a little. Its not supposed to be a decent place to exist and if you think that it would be then you're literally fucking retarded. Its a harsh and brutal life beyond reckoning.
The point is that everything else is so monumentally fucked up that the prospect of living in a hive city half polluted with hundreds of chems on a world covered in lethal doses of radiation and not eating or drinking for days on end and then ultimately being put to work in horrifically dangerous mines or getting involved with Hive gangs or joining the local planetary defence force is BETTER than not doing so.
Sure, life is great if you're so unbelievably lucky to be born into the aristocracy but that can all end when a rouge tendril of a Tyranid fleet consumes your world or an Ork WAAAAGH shows up.

In the year 40,000, the entire Empire is a religious cult worshipping the God-Emperor; one of the big ironies of the universe, as the Emperor forcibly dismantled all earth-based religions during the War of Unification.
He didn't approve of being worshipped but i'm sure he came to understand during the Heresy how neccessary religion is to humanity; one of his great mistakes was trying to force secular beliefs on the species which opened the doors to Chaos worship, etc. a-la/e.g. Lorgar.

Oppose an actual hive fleet/tendril is pretty impossibru. Opposing the genestealer cults and the methods by which the hive fleets choose destinations is the game being played for the most part. Genestealers infiltrate and overrun a society and that signals a hive splinter fleet to come feed on and consume a readied world. Genestealers failing reduces the hive fleet's effectiveness and ability to come consume. Leviathan has been spiraling out in the middle of nowhere for how many centuries?
