Nature tells us when. Our ideology should be based on the natural order of things and hierarchy, thus no artificial age constraints. Marriage after puberty, and all that comes with it, is fine and should be encouraged. I actually think the more critical cultural issue is what form families should take. We need extended family, specifically aunts, older sisters, and grandmothers living in the home or very nearby to help young mothers and prevent the pathology of mothers single handedly raising children, ie. I can see that many men especially losers more experienced women would shy away from who are ready for a family would try to just knock a teenager up so she'll marry him, then finish raising her as his wife. She wouldn't be able to leave because she can't fend for herself since she's not done schooling. Her parents could take her back but she'd come saddled with google babies and aids.
That applies to 18 year old girls too, but they are more able to take responsibility for their own actions. Maybe having girls not being preyed upon until some age older than when they can first make a baby is for the best.
These girls would want to explore and play not too seriously and the adults would be looking to slap the chains on before she knows what hit her.
