This is one of the big factors. The Spartans weren't even a nation. The Spartans were the Spartiate, a single class within the Lakedaimonian city-state. They were a land-owning and martial caste. One which declined demographically due to misplaced ideals.

Also, a war based economy isn't sustainable over time. The more territory you cover the more complicated it gets to administer, the more your forces are depleted, lose momentum or are replaced with less interested parties.

This is true, but that just means that Athens was at least as important as the other poleis. It was probably the most affluent among them but we're looking at the dominant power here. The hegemonic power at this time is Makedon.
