The employer deducts 10-12% of the workers salary every month through a working year.
That makes up the pay for the 4-5 weeks mandatory holiday.
It is not a gift from, or a burden to the employer, since the money that is paid out, is deducted monthly from the employees salary.

If an employee has not been salaried for a year, there is no money deducted for the holiday.
An employee then have the choice of not taking a holiday, and instead working and collecting a paycheck as normal, or take unpaid leave.
