Sorry, missed that one. The Daring class is a destroyer, rather than a frigate though it displaces enough that it's really more of a cruiser (yeah I don't quite understand that one either). It's a full twice the size of the Gorshkov. Of course this does not necessarily mean better, but it does mean it's packing a lot more shit on it and its mission is different.
If you want a more comparable ship that would be the Type-23 frigate (or Duke class). It is likely more capable than that seeing as the type-23 is over 30 years old now. We are soon to replace it with the type 26 (City class) and type 31e (as yet unnamed).
