He's making a joke about Trump having fast food hamburgers at the White House dinner. Those little "juices" are for kids at redneck family gatherings and shit. He's making it seem like Trump had some white trash BBQ and was telling everyone to grab a little juice before they sit down, as if that's what was being served.

People are complaining at the fact Trump had to result to fast food because of his shutdown. They're also complaining about the fast food in general, because Trump could have paid for catering or restaurant food. Trump bragged on Twitter about paying the food himself, surely a billionaire could have provided something much better.
