my question is, how is china sending signals from side of the moon that's not facing earth? Are there relay satellites in moon, earth orbit? if so where are they

That's not exactly true. The specific details that the blueprints and notes don't contain are lost, but we still have the technology and knowledge to do it over from scratch. Just not as cost or time effectively as if you had done it right after the last run.
I work in the machine shop and this same issue crops up from time to time. If you set up and work a job once, then three years later get a work order for the same job, but the machinist that ran it last time has since quit, the new guy has to work through problems previously solved. Even if those issues were written down the tools might've changed. Or the material could come from a different source and therefore have a different hardness. And this is for simple lathe operations. The more precise (like for space flight) the operations get the more and more minute problems crop up that are no longer known.

Can we make a rocket that transports people to the moon? Yeah. Of course. Can we just knock one out exactly like the last for half the price with modern materials? No. It would take a lot of redoing research and development.

It's the same technology they used in the 60s to call Armstrong from the white house.
