Better and a thousandfold more effective is genetic engineering based on CRISPR cas 12a, it can wield results that eugenics could never wield. First we have to learn the various genetic interactions within the human biology and if this is solved we could modificate a embryo so that it will be born with the greatest possible tendency for health, physical ability and intelligence.
In time we may progress even further and begin with parahuman modifcation.
