2010 here, the "speed reading" started to pick up steam around my time in, but it was generally regarded as bush-league and basically only used by blacks who couldn't compete without spitting out 500 words a minute, and only accepted by Marxist fag judges and only then if the opponent didn't clearly engage with the substantive points raised (which if you could understand what the hell was being said, weren't actually that many). I actually won rounds involving volunteer judges because idiot nogs wouldn't know their audience and would speed read to the point that their relatively untrained judges couldn't decipher what was being said.
From what I have seen of debate vids in the last few years, things have clearly gone downhill fast. But I am also from a rural area not on the coasts so we might just have been late on the train.

It's a dumb strategy that ruins the spirit of debate in my opinion. They should create a character or word count limit. See who can present the best argument in 10,000 characters or less etc. Then the system would reward being eloquent and succinct in your arguments, not blabbering as fast as humanly possible.
