Bill (with wall funding) passed the House of representatives. The house representing the people. The bill then went to the Senate, The house representing the states as entities. The Bill did NOT pass the Senate, because $5.6B is going for the wall out of $4,470B. The Democrats did not vote for it, knowing that it passed the house (meaning that the people have spoken, they want the wall). They did not vote for it knowing it would lead to a shut down.

This is not Trump's shutdown, even though I would love to attribute it to him. A Trump shutdown would be if it passed the House, it passed the Senate, and then Trump Veto'd it.
But that didn't happen here. Trump would sign if the Senate Democrats would pass it. It is the Senate Democrats that are being intransigent. Those are facts and facts matter.
