You create a massive private underground collective of researchers and experimenters where everyone gets free access to the discoveries of everyone else. Like a secret Lockheed R&D complex...but without the military style compartmentalization. The incentive to work would come from the motivation to gain technical knowledge from your peers while goofing off with your own experiments. Technologies/ideas would be sold to corporations in order to fill a treasury account, the funds of which would be allocated through a voting system. But nobody would be paid a salary...profits just goes toward funding further R&D. So most participants would treat it as a part time hobby rather than a job.
