If I had to think of a reason it would be that Trump actually wanted the opposition from the Democrats.
He wanted to throw them into the spotlight as obstructionists, show them as hypocrites (Under Obama Pelosi and other Democrats agreed a wall would help.), and simultaneously call them out for other things they've done. All the while he still will probably end up getting the wall. If it works then it's essentially killing two birds with one stone.
