If he does have a high IQ though, and plenty of black people do, just less per capita than other races, I'd be comfortable calling his IQ good genes too. Its inarguably both. The 10,000 Year Explotion is a good, fairly short book on the topic if you're curious. IQ is higher among blacks adopted by white families, though it's still less than than the white average and their IQ slowly gravitates back toward the mean as they age. There are tons of stats and studies in the book I mentioned. You can't read the book and come to the conclusion that genetics don't play a role, which should be obvious anyway given IQ heritability and clear small-scale divergent evolution between races. Still, culture can make a significant difference.
Keep in mind, this is all about populations. An individual isn't a population and a black individual can be incredibly intelligent. It's the population as a whole that's the problem. It's too bad we can't just artificially select blacks for a few generations lol. We could catch them up desu.
