The level of government spending affects output of the economy and there are consequences when changes in government spending occur. Right now, for example, many furloughed government workers classified as 'non-essential' are facing the prospect of being laid off. If this happens we can expect those former employees to lose their purchasing power and until they find another job the loss of their income will cause a loss of output in the economy- as these people would still be buying goods and services if they were still receiving paychecks.
In addition to political arguments about conservative or liberal spending agendas- Fiscal Policy also includes spending that might be unavoidable- such as defense spending in the event of a war or relief spending the event of a disaster.

Taxpayer money is government's main source of income. What level of taxation should we allow? Who should be taxed and at what rate? I can't answer these questions for you because it depends on your perspective and whatever political beliefs you may have. Libertarians might argue that taxation is theft and government revenue should be generated in other ways. Democrats might say that we, as a society, have a responsibility to the poor and that our foodstamp and social healthcare systems should be expanded to cover more people. Republicans might emphasize defense spending as the cornerstone of their Fiscal Policy. Each type of spending (or not spending) will affect different groups of people in different ways.
