I just skimmed the monograph, reading some parts in greater detail. It is incredibly fascinating. It seems to be a study, based on a particular method of achieving reliable out-of-body experiences and other psychic interactions with the universe in a non-physical way.
The stated application would be to use an altered form of this method, where hypnotic suggestion is combined with REM sleep to rapidly train a team of "neurologically sensitive" (basically psychic from what I read) individuals to be able to coordinate out-of-body experiences. There would be observance of a particular place or event in the past, present, and future, and then the individuals would piece together these psychic clues. My idea of what they would use this for is something like satellites, just surveillance.
It is impossible to tell from the monograph whether the recommendations in it ever lead to a more in-depth study or was a part of a larger program.

I have a science degree and don't really put much stock in looney new age crap.
But I have experienced things that make me curious.
Once, I fell asleep while watching a movie I have never seen before. In my dream, I could hear the movie. I clearly heard a scene, woke up and the movie was right before the scene I had heard in my dream. Then the scene I remembered from my dream played word for word. Like my dream was a few seconds in the future.

Other people in my family reported similar things. My granddad always talked about seeing spirits (never acted unstable, just mentioned seeing them in the woods like it wasn't strange). And my sister had strangely prophetic dreams.
