Unless a law is made that prohibits companies from fucking off to a country that doesn't tax them as heavily all that would do is cause them to do just that. Tax should be collected as a form of of covering government expense. It should not be collected on the principle that "ebil billionaires are rich and don't deserve to be wealthy" because well, they actually do.
