The Fasces was a symbol of Power in the Roman Empire. The US (and many other European societies after the fall of Rome) copied various aspects of Roman philosophy and aesthetics.
The fasces as a symbol of Italian Fascism wouldn't happen until the late 19th early 20th centuries when fascism was being founded.
