Same principle works with either. Strong bases turn oily things into soap. You can thicken it by dissolving styrofoam into it also. Petrol is easier to ignite.

By lye do you mean sodium hydroxide? Gasoline does not have hydrolyzable esters so treatment with NaOH will do nothing. You'll just get a suspension of lye in gasoline. You're better off dissolving styrofoam or similar plastics in the gasoline to make it a thick, syrupy resin solution

thats an RG 31 those things are beasts. some will have built in fire suppression systems, although being a bit older its not going to be on all models. its going to be tough to get close enough if its got a CROWS with an M60 or something similar pounding away.
the windows although strong are susceptible to shattering and spider webbing, its not going to go through the 7 panes of reinforced glass but enough hits on the outside will blind the driver.

Hypothetically a wave of high precision assassinations against the key political actors causing the trouble would end the war before it got to the point that they were deploying these types of things in the streets.

You can make them out of shell casings
Step1 remove bullet pour out powder save for later
Step 2 punch out primer
Step 3 insert exposed wire ends into casing through primer hole and glue in place
Step 4 reload powder with a paper wad, seal with wax.
