Actually this is state dependent.
The Test Score value is based on how the state tests.
If you get a 99% in Virginia that could still be 20% in a better state.
Source: I looked up the best school(s) in some of the best states and they are nowhere near that high (even private schools)

The test scores are based on STATE TESTING performance.
The tests are designed by the STATE.
It is up to the STATE to determine the test, and in Ohio they clearly make it fucking easy.
Click on sources in the bottom left of the stats and it tells you where it gets the percent from.
That doesn't mean anyone in Ohio is actually doing better than a state where the state average is 10%.
