Already happened in California after the state banned affirmative action for college admissions since higher education is extremely socially desirable and sought after in most non-Muslim Asian cultures since it was historically your ticket to social advancement.

My suggestion would be to slash the number of seats reserved for international students and invest more in test prep programs if you don't like the idea of 40% of the student body being Changs, which is the case at CA state schools.
