Thing is, he has border security money to go towards a wall from last year that he's barely touched, and he keeps asking for more. He should have taken that 1.3 billion deal, he'd have had over 2 billion to spend, when he spent that, he could ask for more to complete the project, but deamanding it all upfront isn't going to work A lot of congress see his demands as he wants a blank check because he keeps changing the amount he wants.
