They're not, technically. Israel has a right of return for jews who want to get permanent residence (almost immediately followed by full citizenship, like 3 months or so) there. But until a foreign jew goes through the process, he is not an Israeli citizen by law. It's a minor technicality (since it's really talking about dual loyalty rather than dual citizenship), but these things need to be corrected so that leftists can't "debunk" it on those grounds.
