Russia is a one huge problem. They would essencialy dominate this union, and it would quicly become Russian Empire v2. Id rather go for union of all Eastern Europe and Balkans. More developed countries (west Slavs obviously) could help poorer and Ukraine has huge economical potential that we could use if we would manage to have friendly relations with russia and build a serious infrastructure in Ukraine
