Small towns may be different, but the sheer size of modern cities contributes to police corruption and lack of empathy for the citizens they are charged with protecting. Sort of a microcosm of EU army on civilian level. All cops should live in the community in which they work. And many cities support this and offer subsidized housing to PD and FD to encourage it. But I don't think it will help. The Mayberry days are long gone. Best to live outside large cities if possible.
