Get rid of pre-assigning all the votes, give all states their 3 guaranteed votes, then assign the remain 338 on election night based on the percent of the total popular vote your state actually turned out. That way the EC represents just the electorate and encourages people to vote if they actually care. The tiny states still will stay small with only 3 votes for the most part but the huge states will have their votes shifted to medium size states.

That's exactly what it means. A county with 12 people will count as much as say, LA county will hundreds of thousands.
Low population counties that are rural and exurban vastly outnumber urban and suburban ones. This idea of yours is electoral college times 10.
Also who even makes counties? Who decides how many there should be and how they're apportioned in each state?
