I don't how it would ever be possible due to mutation and the nebulosity of genetics and mixed people. And even if you did create a virus or bacteria that doesn't mutate or has safe guards in place, other pathogens actively cross breed or out right steal genetic information from other pathogens regularly, hence the dangers of antibiotic resistant strains.
