Northern Italians definitely are. They, and Austrians, have the highest IQs in Europe and are probably the smartest race in the world.
Southern Italians have much lower IQs, about half to 3/4 a standard deviation lower.
Just think of all the Itaians geniuses in the past. Galileo, Leonardo da Vinci, Fermi, Dante, Machiavelli.
And the Romans. While Northern Europeans were playing in the mud, the Romans were inventing the West. Of course, now the roles are somewhat reversed.
I say this as someone with 99% Northwestern European ancestry. I kinda wish I had some northern Italian blood in me but I'm fine overall.

There will always be exceptions. The "Northern Italian" parents could have originally hailed from the south and moved north for jobs, and vice versa.
When large amounts of subjects are recorded it becomes indisputable that Northern Italians are lighter skinned and much more intelligent.
