David Duke is an "undercover" agent in the sense that what he's done has ended up undermining the very "movement" he claims to support. He's sloppy and inefficient and quite frankly a bad leader. He's missed opprotunities and failed to assert proper discernment at crucial times.
He's easily steered in the direction that ends up leading both him and whoever is following him in circles, going nowhere.
