Trump is such a terrible negotiator. He doesn't understand his role as president, and thus he can't negotiate competently. The threat of emergency powers is an empty one. Even with his stacked court, there is just no way it would be OK to declare an emergency when there is none. Imagine the implications. A president could invoke emergency powers to stop gun violence, climate change, police injustice, you name it.
