I am the proof. It happened more than once, mostly in Kapiolani park in Oahu. I made the bad guys run away. I ran around yelling for people to call police and got no response.
They used something to make my new phone's battery drain in minutes. They shut the phones off when they accost me. EVERY FUCKING TIME. Different phones over the years, rooted and non stock smartphone OS.

I also recall visiting out there with my family. I broke off for an evening and heard a lot of interesting stories when picking up some weed. Honolulu Police have historically fostered and protected organized crime and used their position of being a U.S. gov L.E.O. to track "escapees" who were targeted here and got to the mainland. I have family who just came back from Hawaii. They said the infrastructure was trash and all the locals they talked to said politics were corrupt as fuck. Their tour guide was telling them about some scandle where some government higher ups laundered a fuckton of money but it wasnt talked about on the news and was hardly mentioned on the mainland.
They said it was like a third world country in sports. Two or three families living together in tiny houses, with everybody working two or three jobs just to make end's meet. The state makes billions in tourism but the locals live in shitty conditions. Tiny houses on postage stamp lots selling for a million dollars, so property taxes for normal people were unlivable.
