Saxons are more like Saxons. Just because you only know 2 Germanic ethnic groups, doesn't mean every other group is like these 2.

Because of upcoming elections many parties have shifted gears and come to reason that the backwards nature of Saxony is due to its relative low economic development. They're trying to prevent the AFD to become the biggest party there and quite literally try to buy their votes with Gibs. And when it comes to compare them to either Prussia or Bavaria I would say more likely Prussia. Granted, it somewhat downplays the Saxon identity but it's probably the closest comparison you could make.
Can a German also enlighten me on why there are 3 states that have Saxony in the name, and why Lower Saxony is the most northern of the three?
Isn’t all of east germany economically weaker than the west (excluding Berlin)? Why would they assume right wing tendencies to be the cause of lower economic development when that part of the country was also under the control of leftist central planners for half a century?
Probably something to do with high and low German rather than latitude on a map. If I remember right, “high German” is a reference to the elevation due to mountains in the south while “low German” is in the north.

Heres how an East German described it to me (so take it with a grain of salt)
Some of them feel like they got fucked over after re-unification and that they exchanged steady jobs for coca cola (again, only some)
Soviet Communism even at it's worst was never pushing for suicidal replacement of the original population by migrants (which is why East Germany has virtually no refugees in it)
The GDR also managed to keep some old German traditions (the obvious one being the uniforms) in hopes of marketing itself as the true Germany which made their society more conservative
And now you can track the AfD voting patterns right down to the Berlin wall
Theres also this bizzare trend of "Ostalgie" where people showcase old ass Trabants and go to East Germany inspired bars, but I think this is akin to 80s aesthetic bars in the US
Lower saxony was the name for the "original" Saxons as defined by the romans. The area was originally a series of small states (kingdom of hanover, grand duchy of oldenburg, free city of hamburg), but was a lot of it was annexed into prussia after 1867. There really wasn't a good solution on what to call it in 1949 so they used the old regional name.
similar situation in saxon-anhalt since the previous state had been part of prussia since 1815. most of thuringia had been ruled by small duchies but not as sure about that one.
saxony itself is the easiest to connect, literally going back to the saxon east march in the 10th century.

It's just an easy excuse to explain away the tendencies of mostly East-Germans to vote more right leaning (they also have the highest amount of voters for the NPD=actual Nazis).
The media and Politicians dog pilled hard on Saxony after the Chemnitz incidents, going so far that leading figures endorsed a concert against Right wing hatred, including a band that sings about picking fights with the police and assaulting journalists (Band: Feine Sahne Fisch Filets).
It's just a media spin designed to give Saxons a opportunity to save face, if they decide to vote for parties other than AfD, after berating them being Nazis.
The implication of lower economic development is normally also used to hint at them being just stupid/unable to afford real education.
