Russia is already building missiles that violate the treaty. The reported range for the missiles, novator if I recall correctly, is 298 miles, while 310 miles is the low bound for the INF treaty. If they have any appreciable factor of safety, modifying the propulsion to achieve a 4% increase in range would allow them to travel treaty-violating distances. It's not just us that believe they are already able to do this, NATO echoed the sentiment.
We are also putting aegis ashore on Romania and Turkey, and they are being equipped with the SM-3 missiles we conveniently tested successfully against such an intermediate range balistic missile recently.
