I vote for the Hittites: Sophisticated diplomacy, written laws, attempted to teach their population to read and write, great army, sophisticated road system. The Egyptians are so overrated; Got overrun by the Romans, were still using hieroglyphs, couldn't establish much of an empire beyond the Nile River, didn't even have iron tools until they were practically handed it to them by their conquerors.
