Not sure about his unit but my reserve unit just partnered with a bunch of local agencies and people in order to be able to train locally without having to spend unnecessary amounts of time to convoy to other bases. It has nothing to do with martial law and everything to do with maximizing training time.

Most local law enforcement and government agencies love partnering anyway because it makes them look "good" and they like reliving their time in the service.

It was probably 4-6 years ago, during the Obama presidency.
I've seen it twice but who knows how many other times they've done something similar; I'll never forget the first time I saw them walking with full combat gear (weapons included). Later that evening they did some sort of fire-exercise as I heard automatic fire coming from the west of me where this old abandoned school is; town gossip later confirmed they were doing something there.

I know that they'll get together with local law enforcement to practice disaster recovery, etc but I think this was different.

There were squads of soldiers roaming my town in full kit. It blew my fucking mind.
