Electric self-driving cars solves the entire problem. Most cars in existence are parked. The only cars that are in use are either being driven or being fueled, and that's all a self-driving car will do. There will be no need for personal ownership of cars. Your uber will be wherever you need it when you need it and take you wherever you want without any hassle and for a lower cost than ubers today.
The transportation problem will be solved within this century.
As a side note I don't know why the fuck Elon Musk is so interested in tunnels, since 1/10th as many self driving cars can serve the same number of people, thus eliminating traffic. Maybe he knows something we don't.
