How do we know it's a lie? Because they sustained a shutdown that cost more than the wall, to stop the wall being funded. They could not possibly have justified this action if their real objection was cost-effectiveness.

On page 8, they estimate that these were 55% of attempted border crossings. This would mean that they estimate over 300,000 of the infiltrators successfully entered into the USA, either entirely undetected or otherwise evading capture.
Illegal entry is a much more serious issue than overstaying a visa. It means people can get in who wouldn't be granted a visa (especially previously-deported dangerous criminals). It means that there is no record of their entry, and the police can't be warned to look for them. Even if there were ten times as many visa overstays, it would still be vitally important to stop hundreds of thousands of people sneaking across the border every year.

Before even talking about cost, the logistics. You need to first survey the entire two thousand mile border to chart where you're going to build it, ensure the ground is stable enough to build it, and then get congress to authorize removing some of that land from national and state parks, contending with states. Make sure none of it is on indian territory or buy it from them, which they will not want to do and that's a whole other issue. You'd need to buy property from landowners in texas, arizona and new mexico along the border who are not going to want to sell and to eminent domain their land you'll need to spend years in court and payout tens of millions of dollars at least in costs plus compensation and thats before you even talk about the actual construction costs.
You need to build the roads out to the locations to deliver materials, provide housing ,cooling, food, water, and medical support for the workers who are constructing it along a two thousand mile border, either you spend tens of billions of dollars on this or you take decades building piece by piece crawling forward along the border, none of these jobs will be permanent and will dry up like boom towns once the wall is finished. It will need to be constantly protected from sabotage during construction from people who want to destroy it. WHich means more money for security. You need to tear down or replace old fencing with this new wall, you need to build check points build guard towers and build it patrollable.
Then over a decade later when the wall is finished. You need to hire thousands more border patrol guards to man the wall or it'll just be dug under, or climbed over with ladders. If you electrify it you'll need to keep power going to it constantly, which means either hooking it to power grids, building and maintaining them in the deep desert, or just building solar panels which means maintaining them, cont

So that's tens of billions of dollars, plus another several billion in maintainance for a problem that has been declining for decades. 90 percent of immigration comes through illegal ports of entry, 70 percent of illegal immigrants are just people who over stayed their visas.
The wall wont really do much to deter people who are really dedicated, and once it's built the entire world will know it's there. They'll come prepared or go around it. you're not going to surprise anybody with a 30ft tall 2000 mile long wall you've spent years building and was the focal point of a presidential campaign.
The problem isnt the wall itself completely, it's just that the money is just so much better spent by increasing border patrols.
Instead of spending billions on a wall, invest in drone stations manned with border patrol every half mile-two miles along the border. It's far cheapter to build and maintain, You can get drones with infrared or thermal vision flying and monitoring the desert in shifts, anyone who tries to get across the border on foot or in a vehicle will get spotted by the drone, border patrol will pick them up or corall them back. Spend more money securing the legal ports of entry and to hot spots, while still being able to monitor the border.
It's fiscally responsible.

So in other words, it's like building a road, or a railroad. Except it's along the border, which is already a special strip of land which the government has special claim to. Think about the interstate highway system. Think about all of the smaller highway systems.
Building the wall isn't some special daunting challenge. It's straightforward, routine civil engineering. This is just appealing to your own unfamiliarity with large projects.

You have to cut a hole in the wall, dig a hole under the wall, or set up a way to climb over it. Each of these options takes time and equipment. The result is that when people try, they get caught, nearly every time. So they stop trying.

Those people mostly get deported eventually, or leave voluntarily. They applied for visas, and were granted visas, so they were selected to be allowed in. Their entry was recorded, with their name and picture, which makes them much easier to track down. But indeed, that's a serious problem. It can be resolved as simply as not granting visas to people from countries that overstay their visas. You just have to tell them, "No." Such measures should be taken as soon as possible.
The people who enter illegally are a much bigger problem, and a harder one to solve. They didn't have to go through the visa application process, so they can be known criminals or people with no legitimate reason for the trip. Their entry isn't recorded, so their names and appearances aren't known to authorities. It's very hard to find and deport them, so they have to be stopped from flooding over the border. They've already been told "No." and ignored it.
That remaining 30% is still over 300,000 people. 300,000 new criminal infiltrators, living fugitive lives within American borders, every year.
