I think people don't realizing that you're referring to the blue area that you highlighted, the zones that are orange/gray striped. As the cartographer designated orange as Eastern Europe, and gray as non-european, it seems like he's implying that those areas are only arguably european. Since he has designated russia as non-european, those areas are probably being designated as areas of considerable russian influence. Also, see kaliningrad, which is also grey because it is russian territory. This is probably just a cold war era map that is making an overly stark russia as non european distinction.
