Actually, you are incorrect. The deduction is for state AND local taxes. So, if you are making $100,000 in New York, your state tax of 9% would be $9,000. This means that only $1,000 of property tax could be deducted. Instead of a $25,000 + $9,000 = $34,000 deduction, you only get to take $10,000. However, despite decreasing deductions, the rates have been lowered somewhat.

You get your net pay on every paycheck, and you file a return every year (very simple accounting) to make sure that all your income matches up with all the taxes you've paid throughout the year, because people can have multiple sources of income like investment accounts, a spouse's income, rental income, etc.

Actually, no. It’s good policy. SALT deduction was overwhelmingly taken in wealthy, elitist coastal states who use their large representation in the house to enact such policy. It’s in essence subsidizing those states exorbitant taxes from the rest of the country who wouldn’t have taken the SALT deduction because it didn’t meet or exceed the standard deduction when combined with other itemizable deductions. These states use their wealthy and large populations, plus high tax rates, to fund services that aren’t available in most of the country. Public transit, expensive highway projects etc... also further buffered by federal dollars. This will even things a bit... these states will be forced to address their high tax rates. Why blame trump that you can’t deduct these high SAL taxes, rather than blaming the states and municipalities for imposing them in the first place? Moreover, this mostly affects wealthier individuals - at least middle, but more likely upper middle class - as the poor wouldn’t be able to claim enough deductions to exceed the beefed up standard deduction.
