One of the original justifications for the construction of the interstate highway system was safety. You can go literally anywhere and everywhere and the rules are written in a way that promotes freedom of travel and freedom of association.
The cost is the loss of personal freedom of the land owners that must be bought out for such large scale works to be possible. Eminent domain laws exist to ensure that owners are fairly compensated for their property. The idea being that the ultimate benefit to society of these projects outweighs the cost to the individuals who might not want to sell at all.
