The easiest solution for the Democrats is: 1) Fairfax to resign first. 2) Northam selects a new scandal-free Lt. Governor as per the VA constitution 3) Northam then resigns and the new Lt Governor is elevated to governor.

However more likely no one resigns and Northam stays in and the republicans can point to Virginia being run by a Triumvirate of racist sexists as a reason to never take their accusations of racism seriously
Everybody staying put is a nightmare scenario for the Democrats. Every Republican running for the House of Delegates in November is going to run the blackface/Klan photos in political ads. This WILL happen regardless of resignations, but the Democrats are in a shitty position if the top three offices are occupied by democrat blackface enthusiasts and alleged rapists when the ads run.
If the Governor goes then the Lt. steps in. If he goes then the Attorney General slips in.

I think the pressure on Lt. Gov Fairfax is going to ramp up. It just came out that his accuser has been friends with Congressman Bobby Scott for a decade, and told him her accusation against Fairfax a year ago. Scott represents what is essentially a gerrymandered black district, runs unopposed most of the time, has served since 1993, and is widely respected. If he goes to bat for Tyson, Lt. Gov Fairfax might get pushed out before Gov. Northam. At which point Northam appoints a new Lt Gov before resigning.

Northam has no reason to resign now. He controls his own destiny.. and since the democratic party swiftly hung him out to dry, he feels he doesn't owe anyone anything now. He is staying 100%
he could stay, but any agenda he tries to push is gonna receive push back as no one wants to support the policies of a racist, especially during an election year
lol. If he stays it's even more of a shit show. The legislators have to work with him to set an agenda, write, and pass legislation each year. We're right in the middle of the 2019 legislative session. Nobody is going to want to even talk to him(Dem or GOP), lest they pick up some guilt by association. The only thing I'm wondering now is how this can possibly get worse for the democrats. I feel like yet another shoe is going to drop if he doesn't resign.

The legislature is perfectly capable of crafting bills without input from the governor. Northam could cling to the governorship and become a rubber stamp until the outrage fades.

If Fairfax resigns first, the Governor does indeed choose who fills the vacancy.
If he had Trump's balls he could simply not give a fuck and carry on as usual. There's no law that says your powers as Governor are reduced if someone finds an embarrassing picture of you from 40 years ago.
