What you SHOULD be focusing on is the second shot that left the mark in the asphalt and was recovered as well, that has a completely different angle of trajectory to it.

I think the prevailing one was that there was something like 4 shots. One hit the pavement, one hit the underpass, the fatal headshot and the so called magic bullet which they tried to make fit all the remaining injuries. I think this has to do with a mismatch of eyewitness accounts on the number of shots heard and the bullet fragments/impacts found.
I like the theory that a hungover ss agent in the chase car fumbled his M16 and accidentally squeezed out a shot that hit Kennedy in the head with an exploding round.

Secondarily, the bullet used as evidence (399) was not the bullet fired through jfk, it was the one fired by the FBI for ballistic purposes to verify that it was indeed the rifling in Oswald's rifle.
There's multiple bullet-evidence pieces that don't get included when people go into it, for one, the fragments pulled out is separate, the one that hit the asphalt is also separate, they're marked as separate pieces of evidence. Once you have all that right, then you can go into the actual conspiracy of who really did what.
