There are two types of religions. Ones that are designed the achieve something, and ones that explain things. Paganism tries to explain things. Like when it thunders and lightnings. The pagans interpret such things as divine, and thus you get a god for that. Same with the seas, the sun ect. Roman paganism was somewhere in between. You had gods like Mars who's clear intention is to increase moral of romes armies. The romans also designed their religions to be easily interpreted by other pagans, so they could achieve a sort of assimilation among those they conquered.

Christianity was designed to guide humans down a virtuous path. Today a lot of what Christianity teaches seems like nonsense, like turning the other cheek. But in the past, these lessons were important among populations that were more violent and aggressive. The christians were wise enough back then toss that idea aside when it came to dealing with non christians, and thus you get justification for things like the crusades. Catholicism created the cardinal sins and virtues. Today those seem silly, like greed for example. We have capitalism today, which tends to harness human greed in the least harmful way, e.i in a system where it's difficult to exploit others (not impossible). In the past you had traditional economies, serfdom, and monarchs who had a lot of power over people. It was arguably easier to exploit under those systems.

Islam was designed to conquer and subjugate the world, and it had a pretty good run doing that. These religions are pretty outdated today. A lot of what Christianity teaches has both been lost through the various reformations, and what is there seems wholly irrelevant to the modern world. Paganism is just peak larping. Islam is useless because there is more to conquest than just killing and subjugating. What we see today with islam invading the west through immigration isn't islams doing. It's just islam being exploited by powers greater than it.

The "evils" which are spoken of in this passage are those punishments of war and famine, disease and hard times. God is saying that He frequently creates or brings those ‘evils’ upon people who rebel against Him. The passage does not mean that God creates evil or sin in the first place. This is clear from the context.
