1: Whites can't make fun of blacks without the race card getting played and the PC police kvetching, this was true even in the 90s.
2: Its funny. A lot of comedy is based around an alien perspective observing things they perceive as strange about another culture. For white culture, blacks can act as that alien perspective providing a means of questioning some of our quirks that we may not perceive.
