Sensible government regulations should be upheld.

But ask an American if he's support the USCSB conducting mandatory investigations for chemical spills, the same system that is already set up for aeroplane accidents with the NTSB and which has been demonstrably effective at preventing accidents and saving lives, and of course they're generally in favour of that (and also usually shocked that it doesn't already exist, and most chemical spills are never investigated by anyone at all), despite it being big government made manifest.

But if you just ask them, generally, in general, about regulation, they'll say it's bad. American politicians capitalise on this unexamined knee-jerk reaction to beat down sensible proposals that go against their lobbyists' interests by tarring them with that general brush and never addressing the specifics. And then you have the handful of Americans who have never been next to a chemical spill in their life loudly proclaiming it's not that big of a problem.

In short, America suffers badly because Republican messaging absolutely dominates politics and the Democrats utterly fail to fight back.
