I agree with this generally but I'm as open to whatever the extracted objective is being infromation-based. Maybe files, a server, or something else.
The most important thing to remember is that it was an extremely tight-knit group of operators with high security clearances, which means whoever ordered this raid didn't trust anybody in the LA chain-of-command, not even FBI or DHS.

My personal speculation in the ABC vein is removing a stash of carfentanil that was threatened to be dumped into the LA water supply. Carfentanil is so lethal that two men could carry enough to kill everyone in Los Angeles.
Carfentanil comes mostly from China - a country with which the US is fighting an escalating global war.
And by threatening to build a wall/fence/a few do-not-enter signs the US is also goring the ox of some very, very violent Latin drug cartels (who might for example threaten to carfentanil LA unless El Chapo is released).
If this were true, then the Girardi angle might be mere coincidence - or even a public service, Girardi tipping off feds about something going down in a building he controls.
And maybe those buildings were simply the only extraction point where the helos could land. Perhaps the insert and HVT are from someplace else, a nearby building, or even a distance away in a tunnel (e.g. drugs are moved from Port of LA via tunnels, carfentanil weapon stash was in a tunnel), and the extraction happened where it did because 160th could fly down Wilshire rather than an even more difficult vertical landing and takeoff.

Yes, diluting the carfentanil in water would significantly reduce its effects, but carfentanil is the most powerful opioid known - about 10,000x more powerful than morphine. (LD50 in humans is something insanely small, like 20 micrograms, though what it might be via oral ingestion rather than injection I don't know).
But let's say dumping 100kg of carfentanil (that's enough if injected to kill everyone in the US) kills "only" 10,000 people. Think of the absolute panic when *no one in SoCal has safe water to drink*.

The water supply is the absolute bedrock of any functioning city. It's far more essential, and far more intimately connected to the psyche of the population, than any other service (even food). The electricity goes out and it's annoying. But what if drinking, or even touching, life-critical water might mean death? And yet go without water for 3 days and people will start to die from dehtdration. AND you can't use the existing water infrastructure to deliver new water - but that physical infrastructure is the only thing that allows that many people to survive there at all.
I think there's few ways of overstating the level of hysteria created by poisoning the water of 20 million people trapped in a desert.
