He can use the military but the money spent on the military is decided by congress. if he tries to allocate money intended for military or something else to pay private sector steel or concrete companies or to furlow land he is in open abuse of his constitutional power and will certainly be shot down by the judicial branch and who he gave the money too is subject to investigation. one man cannot directly give your tax dollars to the private sector period full stop. thats why we have the house to give each district of each state voting power equal to their population to decide where the money goes.
