I don't think this take is very accurate. Although the Democrats aren't a threat to defect and vote for wall funding, Pelosi most definitely does not have control over her party. She's been fighting an insurrection from the WOKE plantation for weeks and putting out a new fire almost every day.

And Pelosi isn't holding any of the cards. Trump can unilaterally secure funding for the wall and bypass Congress if they won't give it to him. He wants a legislative solution so that the courts have less reason to smack him down for trying to do it unilaterally (although they don't really have standing to do so anyway).

I do think he "lost the shutdown" if he ends up using the unilateral options available to him, which is why he keeps chasing after bad money in a deal, but it's not even close to as locked up for Pelosi and crew as you're suggesting.

There's a public law I'm spacing on the name of, which lets him cobble together some amount of money to spend "for the national defense" in an "emergency situation" which doesn't require Congressional approval (but a judge could issue an injunction to prevent).

He can also declare an emergency (though the most common method involves Congress, so that route doesn't work for our purposes here), or use the Insurrection Act to deploy military troops to the border in response to "lawlessness" (unchecked illegal immigration), which includes using the Army Corps of Engineers to build the wall.

The main issue with these routes is that they will almost certainly get challenged in court and stayed by a judge. They check out constitutionally, all of them are within the purview of laws passed by Congress and it would eventually be permitted by SCOTUS, but the courts can slow things down and possibly prevent it from happening if he waits too long (by way of them stalling until 2021 and hoping he's not reelected).

He has ways, but my big fear is that he doesn't actually know it, because he's been given horrible advice by Kushner and other handlers who don't want a wall built.

I think he won't accept the deal for the sole fact that its less money. The media would never let the rain of shit on him end because of it. That's why i think he won't.
